Do I have to host with Perfecthost to use this service?

Not at all.  Although we want to be your web host, this service is open to everyone!
If I want Perfecthost to be my webhost, do I insert your nameservers into the dns field?
If you select the option to host with us, the nameserver fields are already filled for you.  If you want to host someplace else, select that option and enter the dns values.
Will I be able to manage my domain names?
Most definitely.
Will the domain name be registered in my name or Perfecthost's?
The domain name is registered in your own name, not Perfecthost's.  This way, you have complete control.
